New personas must complete security review before project assignment
Security Review Gate (AC-0013-04)
No persona can be assigned to a project until a security review is completed and approved. This ensures all AI agents go live with proper approval — addressing the industry problem where 85.6% of agents currently go live without adequate security approval.

Persona Headhunted
When a new persona is created by the CHRO, a SecurityReviewTriggered event is fired.
Review Initiated
The persona enters SecurityReviewPending state and cannot be assigned to any project.
Chairman/Security Reviewer Approval
The Chairman or Security & IT Reviewer reviews the persona's security posture and approves or rejects.
Assignment Unblocked or Blocked
On approval, SecurityReviewCompleted is emitted and the persona can be assigned. On rejection, the persona remains blocked indefinitely.
